The elaboration of international environmental law constitutes the foundational step in any viable environmental protection strategy. However, in the absence of comprehensive implementation and enforcement, these legal instruments are ineffective at achieving their goals. National governments and the broader international community play a critical role in developing distinct approaches and specific techniques for ensuring the highest degree of compliance with international environmental regulations.

Nation states, particularly developing countries and countries with economies in transition, encounter numerous difficulties implementing international environmental law obligations. In order to assist with implementation, UNITAR’s Environmental Law Programme organizes seminars and workshops to promote the effective application of international environmental agreements at the national level.
