An estimated 44% of sea pollution originates from coastal activities. To deal with land-based marine pollution, a number of international legal instruments have been elaborated based on the conclusions and recommendations of the UN Conferences in Stockholm (1972), Rio de Janeiro (1992), and Johannesburg (2002). Many instruments specifically promote the implementation of integrated coastal zone management (ICZM) as an effective means of managing land-based marine pollution. In order to achieve optimal efficacy, it is important to establish horizontal links among the conventions that deal with the significant issue of land-based marine pollution.
The National Training Workshop on Land-Based Marine Pollution was conducted from the 1 to 3 December, 2003. Representatives of the Ministry of Environmental Protection and Physical Planning, Ministry of Agriculture and Forestry, Ministry of Economy, Ministry of Health; the Water State Directorate; the State Meteorological and Hydrometeorological Service; the Public company «Croatian Waters»; and the German Government Agency for Technical Cooperation and Support participated in the Workshop. Representatives of the local government of Istarska, Zadarska and Dubrovačko-Neretvanska County; the Institute of Public Health of Istarska County; and the NGO «Sunce», were also among the participants.
Objectives
Assist government officials to develop national legislation related to land-based marine pollution.
Facilitate integrated and interdisciplinary cooperation and information exchange between the primary actors at the national and international levels.
Outcomes
Participants recommendations were complied in a final document titled «ZADAR AGENDA 27».
